Breaking News 2/15/08: HB 1107, "Cultural Competency" Dear Friends, Yesterday afternoon I sent you an urgent alert concerning House Bill 1107, which had passed out of the Senate Committee on Education and Career Development the day before. This alert concerned a "Cultural Competency" bill that involves requiring licensed teachers to take diversity and multicultural training courses and for student progress on these issues to be measured. Several questions have been raised about the content and interpretation of this bill some of which occurred because the committee changes were not yet posted on the Internet when our alert was sent. Many people who investigated the bill were still looking at the House-passed version. In fact, so many people have asked me if this bill is "really for real" that I wanted to pass along this update. I still have concerns and questions about this bill (particularly Section 4) and how it would be implemented. I also have concerns regarding its impact upon teachers and students in various educational settings involving a licensed teacher such as a non-accredited private school or a home-school co-op. However, over the last 24 hours I have spoken with several senators including the Senator Teresa Lubbers who is the sponsor of HB 1107 due to her chairmanship of the Education Committee. She wants to address our concerns with amendments (changes) to the legislation. I am working with various legislators and other pro-family leaders to accomplish these changes. Incidentally, Senator Lubbers called me within an hour after our alert went out and AFA's supporters began to contact their state senators. We had a very good conversation about the bill. I expect to have more news to report to you concerning this legislation next week and what may happen with the proposal. Thank you for responding to our alert. Best regards, Micah Clark Breaking News 2/14/08 Homosexuality and Private Education Bill Before State Senate Would Force Pro-Homosexual Classes on Public, Private and Home School Teachers and Students in Indiana Earlier this week I wrote about a second grade boy who will, with the help of the school, be wearing dresses, changing his name and using a special unisex bathroom in a suburb of Denver, CO. School officials will now be teaching about transgender, cross-dressing, bisexual and homosexual issues to young elementary aged kids to accommodate this very confused boy who pretends to be a girl. Under Indiana House Bill 1107 this and much more can happen in Indiana. House Bill 1107 authored by Rep. Greg Porter and sponsored in the Senate by Sen. Teresa Lubbers requires public and private accredited Christian schools and all licensed teachers in any setting including non-accredited private and home school settings to take pro-homosexual diversity training each year and to "measure" their student's "cultural competency" on issues of diversity, culture and ideologies. HB 1107 has already passed the Indiana House of Representatives. The bill is broad, sweeping and vague. Yet, notice some of this dangerous language, which comes directly from HB 1107: "A teacher must participate in diversity and multicultural training." "Each governing body shall ensure cultural competency accountability by developing a policy that includes whether a school is making progress toward improving the cultural competency of the school's teachers, administration staff and students." This is a heavy-handed far-left ideological mandate that may include testing of students' views and values and the changing of those views concerning "multicultural" and "diversity" issues. HB 1107 raises several questions and problems. For example:

Click the link below to log in and send your message: Breaking News 2/8/08 AFA-PAC Launches Campaign for Marriage Amendment News Release: February 8, 2006 Group Launches Hard-Hitting New Radio Campaign Calling on Legislators to Protect Marriage in Indiana (Indianapolis) - The American Family Association of Indiana PAC has launched a groundbreaking radio ad campaign urging Hoosiers to contact their legislators in support of traditional marriage. The ad titled "Confused Children" features children questioning the implications of same-sex marriage in Indiana. These powerful new 60-second spots are, have or will air on radio stations in the following cities across Indiana: Anderson The ads are appearing on talk, country and Christian formats on both AM and FM bands. The ads are designed to generate phone calls into the Indiana House urging legislators to pass the Marriage Protection Amendment (SJR 7), which recently passed the Senate for the fourth time with broad bi-partisan support. The Indiana House must pass SJR 7 this session, or the amendment dies, and the entire process must begin again leaving Indiana's marriage laws unprotected until 2012. Twenty-seven states have already enacted Marriage Protection Amendments. Many of those without amendments have faced legal challenges from gay rights groups attempting to use the courts and activist judges to force state governments to embrace same-sex marriage. Next week homosexual activists are gathering at the Indiana capitol for a rally for same-sex marriage, the second such rally in less than four months. Nearly 8,000 Hoosiers have signed a petition demanding an Indiana House hearing on a constitutional amendment banning same-sex marriage, according to a news release Wednesday by the American Family Association of Indiana. The group's executive director, Micah Clark, said he delivered the petition to the office of Rep. Scott Pelath, D-Michigan City. As chairman of the powerful House Rules and Legislative Procedures Committee, Pelath decided not to hear a House resolution that would have amended the state's constitution to ban same-sex marriages. Clark's group is demanding that Pelath hear an identical amendment that passed the Senate earlier this session. A constitutional amendment must pass two consecutively elected legislatures before being approved by voters in a general election. The amendment passed the General Assembly in 2005, but the process would have to start over again if the House does not pass the measure this year. "Rep. Pelath is the one person now standing in the way of allowing Hoosiers to have a voice on the issue of same-sex marriage in Indiana," Clark said in the news release. For Immediate Release (Indianapolis) - The American Family Association of Indiana has delivered nearly 8,000 petition signatures to House Rules Committee Chairman Scott Pelath (D - Michigan City) asking the State Representative to allow a committee hearing, a vote and to support SJR 7: the Marriage Protection Amendment. "Rep. Pelath is the one person now standing in the way of allowing Hoosiers to have a voice on the issue of same-sex marriage in Indiana. Rep. Same-sex marriage advocates want to use the courts to force society, including schools and churches, to embrace homosexual or polygamous relationships as the moral and legal equivalent of a married husband and wife. Currently, Iowa, a state where its House passed an amendment in 2005 but the Senate refused, is embroiled in a legal battle after a judge overturned Iowa's 1998 DOMA (Defense of Marriage Act) in favor of same-sex marriage. Around a dozen states have had legal challenges to their marriage statutes from homosexual activists seeking to redefine marriage. Nearly thirty states have protected their marriage laws from similar lawsuits with constitutional amendments. In two weeks homosexual activists will hold a rally at the Indiana state capitol, for the second time in a few months, calling for state endorsement of same-sex marriage. "Legislators want to believe that this issue does not matter, but sooner or later it will come up, and without an amendment, a court may force the legislature to embrace same-sex marriage as has happened in several states" said Clark. If passed this session, the issue goes on the November ballot. "Rep. Breaking News 2/5/08: Senator David Ford Seriously Ill News broke yesterday that Senator David Ford was hospitalized over the weekend, and is seriously ill. Late last night it was reported that the former Blackford County prosecutor was "critically ill with cancer" that is apparently "inoperable." Senator Ford is in Lutheran Hospital in Fort Wayne. Senator Ford is one of the finest people in the Indiana legislature and he has been a friend to me and to so many of the causes of AFA. Not long ago, he sent me a nice note reminding me of how we fully agreed on an issue but that he was concerned about the tone of one of my statements about it in the media. I very much appreciated discussing his concern with him and was again reminded of what a truly decent gentle man of conviction he is and always has been during his four terms in the Indiana Senate. Senator Ford is a true public servant who is one of the hardest working legislators in the State House. In fact, David has authored or sponsored over 142 laws now on the books and my hope is that he will be responsible for many more to come. Your prayers for Senator Ford, his wife Joyce and his family during this time are much needed and certainly would be greatly appreciated. |
